The local dive organization will sink things like this to try* to create surfaces where reefs can form. This helps give wildlife a place to live nearby which is good for the wildlife and for tourism – everyone wins!
*Apparently a bunch of car tires were sunk in this area and nothing is growing on the rubber. This begins to look more like organized dumping when it fails…
